Regulations on the Management Operations of the Supervising Organization

Article 1: Purpose

These regulations stipulate necessary matters regarding the conduct of supervisory operations at this office, based on the Technical Intern Training Act and related regulations (hereinafter referred to as “related laws and regulations on technical intern training”), to ensure the proper implementation of technical intern training and the protection of technical intern trainees.


Article 2: Job Offers

  1. This office shall accept all applications for job offers related to technical intern training (within the scope of the designated occupational fields). However, if the content of the application violates laws and regulations, if the wage, working hours, or other working conditions are deemed significantly inappropriate compared to standard conditions, or if the implementing organization fails to clearly present working conditions, the application will not be accepted.
  2. Applications for job offers must be made in person by the implementing organizations (or those intending to become such organizations) or their representatives, using the designated job offer form. If in-person visits are not possible, applications via mail, phone, fax, or email are also acceptable.
  3. When applying, please clearly indicate in advance the job description, wages, working hours, and other working conditions in writing or by email. If this is not possible due to urgent needs, the information may be conveyed by other means.
  4. Upon accepting the job offer application, a management fee (placement fee) will be charged based on the attached management fee table. This fee is non-refundable regardless of the outcome of the placement.

Article 3: Job Seekers

  1. This office accepts all applications for job seeking related to technical intern training (within the designated occupational fields). However, if the application content violates laws or regulations, it will not be accepted.
  2. Applications for job seeking must be made using the designated application form by technical intern trainees (or those intending to become such trainees) or their representatives (in the case of foreign sending organizations, applications may be mediated by such organizations). Applications via mail, phone, fax, or email are acceptable.

Article 4: Job Placement Services for Technical Intern Training

  1. This office will make every effort to ensure that technical intern trainees can promptly find work that matches their hopes and abilities, in line with the principle of freedom of occupational choice under Article 2 of the Employment Security Act.
  2. The office will strive to introduce trainees that meet the expectations of the implementing organizations.
  3. When placing a trainee in a position, we will clearly present job details, wages, working hours, and other working conditions in writing or, if requested, via email. If urgent placement makes this impossible in advance, the information will be provided by other appropriate means.
  4. When referring a trainee to an implementing organization, a referral letter will be issued, which the trainee should bring to the interview.
  5. Once a job or trainee application is accepted, this office will take full responsibility for facilitating placement.
  6. To maintain neutrality during labor disputes, job placement will not be conducted for implementing organizations engaged in strikes or lockouts.
  7. Once employment is finalized, the management fee (placement fee) will be collected from the hiring party based on the attached fee table.

Article 5: Supervision of Technical Intern Training

  1. Under the supervision of a management supervisor, audits shall be conducted at least once every three months using the methods outlined in Article 52, Item 1 (i–v) of the relevant ministerial ordinance, unless the nature of the work makes this significantly difficult. Immediate audits will be conducted if a violation of regulations is suspected.
  2. For Type 1 programs, on-site inspections shall be conducted at least once per month to confirm that training is conducted according to the certified plan, and necessary guidance shall be provided.
  3. This office will not solicit or advertise its services in a way that misleads technical intern training as a means of labor supply.
  4. For Type 1 programs, pre-entry training must be implemented according to the certified plan, and no work shall be assigned during the training period.
  5. When advising on the creation of training plans, on-site confirmation of the workplace and accommodations will be conducted, along with instruction in line with Article 52, Item 8 (i–iii) of the relevant ministerial ordinance.
  6. The office shall bear the cost of repatriation (including temporary return before starting a Type 3 program) and take necessary steps to ensure smooth return of the intern.
  7. No agreements contrary to the certified plan shall be made with technical intern trainees.
  8. This office shall appropriately respond to consultations from trainees and provide guidance and support to implementing organizations as needed.
  9. A permit certificate for the supervising organization shall be displayed within the office, along with these regulations for public viewing.
  10. If continuing the training becomes difficult, the office will coordinate with other supervising organizations to help the trainee continue their program.
  11. In addition to the above, operations will be carried out in accordance with all relevant laws and regulations.

Article 6: Management Supervisor

  1. The management supervisor of this office is Mr. Takahiko Yamaguchi.
  2. The management supervisor oversees the following: (1) Preparation for the acceptance of technical intern trainees
    (2) Guidance and coordination with implementing organizations regarding skill acquisition
    (3) Protection of technical intern trainees
    (4) Management of personal information of all related parties
    (5) Coordination on labor conditions, safety, and health matters
    (6) Coordination with government agencies and related institutions

Article 7: Collection of Management Fees

  1. Management fees will be clearly explained in advance regarding their purpose and amount before collection.
  2. Placement fees will be collected from the implementing organization after accepting a job offer application, based on the attached fee table. The fee will not exceed the actual costs required for the placement services.
  3. Pre- and post-entry training fees will be collected from the implementing organization starting from the commencement date of each training period and shall not exceed actual expenses.
  4. Supervision and audit fees will be collected periodically from the implementing organization once the trainee begins working, and the amount shall not exceed actual expenses.
  5. Other expenses will be collected as needed and shall not exceed actual costs. Please refer to our website for the fee schedule:

Article 8: Miscellaneous

  1. This office will cooperate with government agencies and the Organization for Technical Intern Training to respond promptly and appropriately to complaints from implementing organizations or trainees.
  2. Once employment is finalized, both parties must report it to the office. If no employment results, a report must still be submitted.
  3. Personal information obtained from either party will be handled appropriately in accordance with our personal information management regulations.
  4. This office will not discriminate in its services on the basis of race, nationality, beliefs, gender, social status, family origin, previous occupation, or union membership.
  5. The occupational fields handled by this office are:
    Architectural painting, scaffolding (tobi), well drilling, waterproofing, semi-automatic welding, concrete product manufacturing, prepared food manufacturing, beef/pork meat processing.
