greeting

The Technical Internship Training Program was established in 1993 with the aim of providing on-the-job training to human resources who will be responsible for economic and industrial development in developing countries, etc., by acquiring skills, technologies, and knowledge in Japan the trainees can contribute to developing their countries , after returning to their home resources. Currently, approximately 400,000 trainees from more than 20 countries and regions are undergoing training throughout Japan, and the program is playing an important role in Japan’s international contributions, as well as sustaining the economic activities in Japan. However, at the beginning of the program, there were no laws directly regulating this system, and those who did not understand the purpose of the system misused the programt as a measure to secure cheap labor to make up for the shortage of domestic manpower. In order to improve this situation and ensure that the system is operated in accordance with its purpose, the “Law Concerning the Proper Implementation of Technical Intern Training for Foreign Nationals and the Protection of Technical Intern Trainees” (Technical Intern Training Law) was enacted at a special session of the Diet in the fall of 2016, and came into force on November 1, 2017.

Based on the newly established licensing system for Supervising Organizations, the associated entity like our have been providing services such as notification of necessary documents, preparation of technical training plans for each technical intern trainee and for each stage of technical training, consultation in both English and Japanese and assistance to strengthen protection and support for Technical Intern Trainees and Specified Skilled Workers(SSW). In addition, we ensure that the technical intern training system is properly utilized by strictly conducting inspections of host institutions and other auditing duties, as well as by making efforts to disseminate a correct understanding of the system and to provide accurate guidance and advice.

In this way, in order to fulfill our important role and responsibility to ensure the proper implementation of technical internship training and to protect Specified Skilled Workers and technical intern trainees, we are working together in cooperation with the Ministry of Justice, the Ministry of Health, Labor and Welfare, as well as a wide range of related administrative agencies, to ensure smooth operations in all aspects of the new technical intern training system. We are committed to working as a whole for the efficient operation of the program. We look forward to your participations as well as our future collaborations in connecting the world and Yamagata.
